The Independent Communications Authority of SA (ICASA) has published the final Radio Frequency Spectrum Assignment Plan (RFSAP) for International Mobile Telephony (IMT).

This comes after the regulator put out its draft RFSAP in November, when it made public its final IMT roadmap to the end of ensuring universal availability of broadband services, "as well as a vibrant and competitive telecommunications industry and promotion of investments".

The draft RFSAP specified the technical conditions on the use of the frequency bands and sought stakeholders' views on the rules for services operating in each frequency band.

In a statement released today, ICASA says the RFSAP provides conditions and the requirements attached to the use of a frequency band in line with the allocation and other information in the National Radio Frequency Plan.

"These conditions include technical characteristics of radio systems, frequency channelling, coordination and details on required migration of existing users of the band and the expected method of assignment."

ICASA says it has also approved the IMT Roadmap 2014, which was published in the Government Gazette on 4 November.

RF spectrum regulations

"Following extensive public consultation and engagement with stakeholders, the authority furthermore also completed the revision and is publishing the Final Radio Frequency Spectrum Regulations."

These regulations establish a framework through which ICASA may:

* Allocate and assign radio frequency spectrum under the South African Table of Frequency Allocations.

* Establish standard terms and conditions that will be applicable to all frequency bands and applications as well as radio frequency spectrum licences.

* Establish a fair, transparent and efficient process and procedure for radio frequency spectrum licence applications.

ICASA published the revised Draft Radio Frequency Spectrum Regulations for public and industry comments in December, after they were initially published in 2011.
