Tender Watch: Demanding empowerment

Government's long-standing broad-based black economic empowerment policy has resulted in BEE criteria relegated to template status in its tender documents. This week's National Tender Bulletin, however, sees empowerment requirements returning to the headlines of government advertisements.

New tenders

Department of Transport, KwaZulu-Natal
The province tenders for the supply of an integrated traffic convention management system for a period of five years.
* Established traffic management solutions service providers.
* Sub-contracting a minimum of 35% of contract value to a local EME or QSE which is at least 51% owned by black people who are youth/women/people with disabilities.
* Bids will be evaluated on functionality with 65% requirement.
