President Jacob Zuma is once again a source of distraction in public sector hallways.

Four months ago, the president upset government mechanisms by making sweeping changes to his Cabinet. Now, government is distracted with speculation and media attention firmly focused on next week's parliamentary vote of no-confidence in Zuma.

While National Assembly returns to work early to facilitate the action, government efficiency appears to be losing ground.
