Government procurement divisions have kicked into high gear, flooding the Government Gazette with a slew of tender advertisements before the year comes to a close. With closing dates of these new opportunities largely leaning towards the later part of January, it looks like the ICT sector will be able to claim a few vacation days of their own, celebrating what will be a busy start to 2012.

Financial Intelligence Centre

Calls for expressions of interest

Road Traffic Management Corporation

The RTMC intends to call for proposals from service providers who have sound experience and knowledge in bulk SMS services and value-added applications, which will be linked to a hotline, to report various road traffic incidents and other related matters associated to the business of the RTMC. Service providers are hereby invited to express their interest in providing the abovementioned services. Only the service providers that have expressed interest will be allowed to put forward proposals and enter a competitive process in which a preferred service provider will be chosen and appointed, for duration of five years. Supplier database invitations

Gauteng Enterprise Propeller

Suppliers are invited to apply to the GEP for registration on the database for the rendering of goods and services. This database will be used for the procurement of goods and services less than R500 000 (VAT inclusive) in value. The GEP database is based on the requirement of the Preferential Procurement Policy Framework Act and Preferential Procurement Regulations. Historically disadvantaged individuals (HDIs) and small businesses (SMEs) are in particular encouraged to submit their application, as they are specifically targeted for the procurement of goods and services. Railway Safety Regulator

To comply with the requirements of Public Finance Management Act, the Preferential Procurement Policy Framework Act, and its new regulations, the RSR invites its current and potential suppliers of goods and services to register on its vendor database. The RSR promotes B-BBEE initiatives and would like to urge all SMEs to apply. It also has a sub-office in Cape Town, and service providers in that area are invited to apply, especially those in the IT environment.
The following mandatory documents must be affixed to a fully completed supplier application form:

* Original valid tax clearance certificate issued by SARS.
* Certified copy of company registration certificate.
* Company profile.

Mining Qualifications Authority

The National Treasury has released the Preferential Procurement Regulations, which have been aligned with the aims of the Broad-Based Black Economic Empowerment Act and its associated Codes of Good Practice. The revised regulations are also in line with Government's Industrial Policy Action Plan. All potential suppliers are therefore requested to submit BEE rating certificate, issued by either verification agencies accredited by the South African Accreditation Systems (SANAS) or by registered auditors approved by the Independent Regulatory Board for Auditors (IBRA). This is directed at all suppliers registered on the SCM database and those wishing to register. The certificates can be original or a certified copy.
