Single-view e-govt solution trialled

Consology, in partnership with Oracle, has developed a platform that could help make local e-government a reality, says Kevin Meltzer, Consology's business development director.

The Oracle Self-service platform is undergoing proof of concept testing with the Ekurhuleni Municipality in Gauteng, says Meltzer.

A demonstration of the platform showed its capacity to capture and manage a citizen's details across different municipal service departments, including properties and vehicles owned, and rates assessments.

It captures account information, provides for the payment of accounts, including traffic fines, and the purchase of prepaid electricity.

The platform allows for the entry of meter readings, the report of faults in the citizen's neighbourhood, and synchronises reports with the support centre where queries can be lodged.

Ekurhuleni is in a consultation process with all business units to find out what is needed in a solution such as this, Meltzer says.

While the solution offers a complete range of features, it can be implemented in incremental stages, allowing for municipalities to implement e-government services at a pace and budget that suits them, he says.

The plan is to develop an offering that can later be showcased to other municipalities, Meltzer concludes.
