ICASA`s suspended CEO returns

Jackie Manche, the suspended CEO of the Independent Communications Authority of SA (ICASA), resumed her duties today.

ICASA announced in November that it was issuing a "cautionary" suspension of Manche as a result of alleged violation of the Public Finance Management Act (PFMA), the ICASA Act and ICASA`s policies and procedures.

The alleged irregularities were brought to the chairman`s attention by ICASA employees, spokesman Jubie Matlou said at the time, adding that the council had no option but to suspend the CEO and institute an investigation.

This morning, Matlou said the investigation into the alleged irregularities has been completed and charges will be levelled against Manche. However, he could not elaborate on what those charges will be, and said a disciplinary hearing was launched today.

Previous media reports alleged there were other motives for Manche`s suspension. She is understood to have stepped on the toes of some councillors by being abrupt in her approach to them, one report said.

Manche is also cited to have accused poorly-worded legislation for blurring the lines between the responsibility of councillors, who write regulations, and the administrative part of ICASA, which takes care of day-to-day operations.

A high-ranking ICASA official says: "It`s very easy to wake up in the morning to find yourself on the wrong side of the PFMA."

Manche was in a council meeting, and unable to respond to media enquiries, at the time of publication.
