Maxxor facilitates cross-border travel through automation of FIA processes

Maxxor is working on an automation project for the Alliance Internationale de Tourisme (AIT)/FIA (F'ed'eration Internationale de l'Automobile) Customs Council, to be completed in the second half of 2015. The FIA represents the interests of worldwide motoring organisations and motor car users at the United Nations and the European Union. Their focus is on the safety and mobility of motor car users, as well as consumer law and the environment.

As part of their initiative to support mobility, the AIT/FIA administer the use and issue of an international customs document called a CPD (Carnet de Passages en Douane), which helps to identify vehicles that have been temporarily imported from one country to another, whether for travelling or other reasons. The CPD incorporates an internationally valid guarantee to cover import duties and taxes, and secures their payment should a vehicle not leave the country again as it should.

Maxxor's software development skills are being used to create a system that allows CPD information to be captured, tracked, managed and monitored so that the process can happen more efficiently. The CPD document includes information such as the name of the holder, name of the issuing association and period of validity. The process is currently a decentralised system and manual process, which is not desirable and leads to delays and frustrations. In order to solve this problem, Maxxor is automating the process through the creation of a global, online automated and fully integrated CPD process and system.

Maxxor is using technologies like C#, xUnit, SQL, JavaScript, HTML and CSS in order to give the AIT/FIA the best attributes for their system. Apart from stock management, features include the viewing, requesting and allocating of CPD documents, an e-mail and user interface notification system for applicable administrators, report generation and user access management.

Geoff Elske, Managing Director of CG Consulting South Africa - appointed as the business consultant and project manager for the CPD Project, says: "The development of a global Web-based, fully integrated CPD system was approved so that the AIT/FIA can have an automated system that provides centralised control and fraud prevention management. It also provides the guarantees and assurance much needed by customs authorities. In addition to the above benefits, the automated system will assist in the minimisation of claims and optimisation of processing."

The CPD stock management system will enable AIT/FIA and affiliated FIA Motoring Clubs employees to enter and store customs information quickly, and eventually to filter that information with greater ease. This means they will be able to, for example, enter certain keywords to look for vehicles that are past their issuing date and have not been re-imported, or specific types of vehicles. This filtering process will save time and eventually provide greater control of the movement of vehicles across borders.

This project for the AIT/FIA by Maxxor will make the lives of those managing CPD documents much easier, and ensure the entry formalities at border posts and ports of entry are simplified, and there is no need for national temporary vehicle importation documents to be completed by international cross-border travellers.
