R1.16bn e-toll contract awarded

The South African National Roads Agency Limited (Sanral) has awarded its R1.16 billion electronic tolling contract.

The contract for the implementation and operations of a multilane free flow tolling system has been awarded to the Electronic Toll Collection (ETC) joint venture - a consortium led by intelligent road traffic telematics company Kapsch Sweden. The venture will also include Kapsch Austria and local company Traffic Management Technology.

The two companies first formed a joint venture in October 2007 in an effort to take advantage of open road electronic toll collection opportunities in SA.

The system will be installed over a period of 18 months and is scheduled to go live in April 2011.

The toll system will be implemented as part of the Gauteng Freeway Improvement Project, which involves the upgrading of 185km of freeways in Gauteng, including sections of the N1, N3, N12 and R21.

The agency is building an open road tolling system, which will require each vehicle to carry an electronic tag that would automatically trigger the tolling system housed in 38 overhead gantries, set about 10km apart across the Gauteng freeway system. The project is divided into three phases, with the first phase set to cost R22 billion.

Major contract

ETC will supply the complete tolling system, which will include the road side system; an open road tolling back office system for transaction collection; a transaction clearing house (TCH) system to be used for central account management and transaction clearing; and a violations processing centre system for the processing of unpaid toll fees and to recover costs related to it.

The venture will also be tasked with the integration and maintenance of all systems and facilities maintenance related to the project and the operation of the open road tolling back office.

All customer service operations for point of presence customer service, which includes electronic tag distribution to motorists, also form part of the contract. All customer service centres and service kiosks would use an account and tag management interface to the TCH system.
