SARS systems revamp to start

Having been awarded a R1 billion contract to modernise the tax and customs business systems at the South African Revenue Service (SARS), Accenture expects to begin work on the project on Monday.

"On 8 January we will start with the first phase of the project," said Jan Bouwer, Accenture's senior executive: government operating group, recently.

"The first phase will include a review of the current processes, technology and people, a conceptual design, as well as a feasibility study."

The number of Accenture staff to be involved in the project will be confirmed at the end of this phase.

Accenture was identified as the preferred bidder due to its "knowledge and expertise within the tax and customs environment," notes SARS communications GM Logan Wort.

He says a thorough evaluation process took place over many months. In January 2006, SARS said that 78 companies had submitted bids for the modernisation tender.

The project, which Bouwer explains will take three to four years to complete, replaces multiple legacy systems with a single processing engine to consolidate revenue and customs services.

Two more large tenders, for the implementation of customs scanner machines, and a next-generation voice and data network, are expected to be announced during the course of the year - having been beset by delays in 2006.
