City of Windhoek gets a technology makeover

The City of Windhoek recently became the first local authority in Namibia to perform a large-scale enterprise resource planning (ERP) implementation when it decided to deploy Business Connexion's (BCX) eVenus solution, at a value of N$22 million.

The project started with the implementation of a financial management system, a performance management system, a human resource and payroll system and a cemetery system, and is expected to take up to 18 months to complete.

The new system will integrate with all the different departments to provide efficient and effective service delivery to the public. Citizens will be able to view their financial information via the Web, as well as make enquiries via citizen portals.

This is of particular relevance in Windhoek, as a large percentage of the local population does not have access to public or private transport.

Other services available through the portals will be account enquiries, service applications, tender submissions, supplier enquiries, job applications and e-procurement. These portals will also serve as information portals for various information services such as tourism and town planning.

According to Jannie van Rensburg, strategic executive of information and communication technology for the City of Windhoek, IT-enabled business processes will result in significantly improved service levels. "Queries and requests for information will be handled through the citizen portal and via a centralised call centre. The establishment of citizen access points at the various cash halls will enable us to move staff from the back-office to the front-office to improve the level of service. More importantly, tasks will be initiated electronically through workflow and, where possible, concluded at the point of citizen contact," he says.

According to Isaac Mophatlane, group executive: public sector at Business Connexion, the City of Windhoek and Business Connexion have embarked on an ambitious journey to improve business processes, streamline administration, reduce costs and improve revenue, and deliver equitable services.
