ICASA shortlist unveiled

Members of Parliament have selected a shortlist of 20 candidates whom they will interview for the five vacant Independent Communications Authority of SA (ICASA) councillor posts.

Eight candidates will be nominated, from which the minister of communications will approve the councillors.

The members of the Parliamentary Portfolio Committee on Communications yesterday hammered out the list of interviewees from the total of 58 nominees that were submitted by the public.

In terms of the selection process, agreed upon by all the political parties, nominees who were either self-nominated, or did not follow the proper procedure of submitting full CVs, or did not submit acceptance letters were eliminated early.

The nominees are:

* Brenda Ntombela: Served in the Department of Communications in the office of the director-general and in the Postal Services Business Unit.
* Robert Nkuna: Served in the Department of Communications as the minister`s spokesperson and worked in the Postal Services Business Unit.
* Thembekile Ndhlovu: Served in the Department of Communications in the office of the director-general and has been a practitioner in the broadcasting industry.
* Nqaba Nqandela: Worked in the broadcasting industry and is on the President`s National Commission.
* Andrew Barendse: Worked in Telkom`s regulatory affairs division and has completed a doctorate degree in Holland.
* Hlamalani Wendy Mayimele: Former teacher and MP until 1999, served as a diplomat in Canada and was the first chairperson of the African councillors for economics on the New Partnership for Africa`s Development.
* Kedibane Annah Serero-Chiloane: Head of projects services division at the Universal Services Agency and a member of the Institute of Directors.
* Monde Tom: Former superintendent-general of the Eastern Cape Government`s treasury.
* Gibson Mashile Beloka: Has a doctorate in media studies and serves on the Media Development and Diversity Agency.
* Ina Wilken: Serves as the chairperson of the SA National Consumer Council.
* Mamodupi Mohlala: A lawyer who is serving as an ICASA councillor. She served on the ADSL Pricing, Regulations and Practice Committee at ICASA.
* Aubrey Nkomo: Former SA ambassador to Argentina and was a professor of political studies at US universities.
* Anton De Waal Alberts: An advocate practising law in the fields of media, communications, space and ICT. Once acted as head of legal affairs for pay TV service M-Net.
* Kobus van Rooyen: A professor of law who is the former head of the Publications Appeal Board and is serving as chairperson of the Broadcasting Complaints Commission of SA.
* LM Ncetezo: An engineer who helped develop Eskom`s private telephone network, and a former ICASA councillor.
* Lee-Ann Cassie: A legal graduate, serving as the manager of telecommunications enforcement at ICASA.
* Mpho Lekgoro: An ANC member of Parliament serving on the Parliamentary Portfolio Committee on Finance and a former national secretary general of the ANC Youth League.
* Nandiphoa Gila: A linguistics graduate who is serving as head of SABC`s TV & Radio Content Enterprises.
* Jill Wagner: Is the national executive director of the SA National Council for the Blind and has been involved with a number of non-governmental organisations.
* Debbie Love: Heads up activist Web site Antitrust.co.za.

Seventeen of the interviewees are situated in Gauteng and so the committee has decided to conduct the interviews in that province on Monday, 28 August, and Tuesday, 29 August, at a venue to be confirmed.
