Mpilo Sibiya is a seasoned public sector executive with over 15 years of experience in ICT strategy, public administration, and municipal governance. He currently serves as Chief Director: Provincial ICT in the KwaZulu-Natal Office of the Premier, where he leads province-wide digital transformation initiatives aimed at modernising government operations and enhancing service delivery.
His previous role as Deputy City Manager for Corporate Services at the City of uMhlathuze Municipality saw him overseeing critical portfolios including ICT, HR, Legal Services, and Administration. Under his leadership, the municipality implemented key enterprise ICT platforms such as SAP ERP, delivering measurable improvements in efficiency and organisational performance.
Mr Sibiya holds a BSc (Honours) in Computer Science, a BSc in Data Communication Technology, and a Postgraduate Certificate in Education from the University of Zululand, as well as a Postgraduate Diploma in Business Administration from the Durban University of Technology. His qualifications are further supported by professional certifications in Municipal Financial Management, Monitoring and Evaluation, Public Relations, and Registry Management. He is widely respected for his strategic foresight and remains a leading voice in ICT-driven public sector innovation in South Africa.
