Dr. Andile Ngcaba is one of Africa's foremost digital infrastructure investors and policy architects, with over three decades of leadership across regulatory reform, capital mobilisation, and large-scale technology infrastructure development. He serves as Executive Chairman and Founding Partner of Convergence Partners, and as Founder and Executive Chairman of SolCon Capital. From 1994 to 2003, he served as Director-General of Communications in South Africa's first democratically elected government, leading the liberalisation of the telecoms sector and the establishment of ICASA. His infrastructure platforms — including SEACOM and Intelsat New Dawn — have materially shaped Africa's digital connectivity. He is Chairman of Digital Council Africa, a contributor to 6G SAGIN spectrum development, and founder of Cortex Hub, ISSA, and the SolCon Foundation.
