Cellphone users risk fines in Russia

South African cellphone users visiting the Russian Federation risk spot fines for failing to declare their handsets at customs.

"All foreign cellular subscribers wishing to roam in Russia should declare their handset at customs and be in possession of a permit issued by the authorities on arrival authorising the use of a mobile phone in Russia," said Joan Joffe, group executive (corporate affairs) of Vodacom.

"If subscribers are approached by the police and are not in possession of their permits, the police have the right to fine them," said Ms Joffe.

Ms Joffe added that Russian cellphone users require permits allowing them the right to use cellphones, issued by the General State Supervision Department for Communications in the Russian Federation. Roaming in the Russian Federation should present no problems as long as foreigners heed these regulations.

Including Russia, Vodacom subscribers may roam in 59 countries, on 91 networks.
