Czech Republic blazes path to e-government with Informix

Informix Corporation has deployed Informix i.Reach at the Ministry of Industry and Trade (MIT) in the Czech Republic. In line with the recently introduced Freedom of Information Act, MIT has centralised trade and industry information on economic, industrial, export and consumer rights, which citizens can now access via the .

"The Informix i.Reach solution was chosen because of its easy integration with the existing MIT technological infrastructure. i.Reach will also scale to match our future on-line needs," said Miloslav Marcan, director of IT Section in MIT. "Most important for us, though, was the high speed of implementation - we had a working system ready for use within two months."

Informix i.Reach includes a Web browser interface that allows any individual within an organisation to easily contribute to and/or access documents from a website. With i.Reach, approval of content can be delegated to "folder owners"-those qualified to and review individual subject matter areas. This not only improves the quality of published material, but also spreads the load of managing the website content throughout the organisation and eliminates the bottleneck of centralised content administration.

The Freedom of Information Act, implemented in the Czech Republic on January 1, 2000, requires all government agencies to make information available on-line as a resource for Czech citizens and businesses.

MIT is the central government agency for national industrial covering all industrial segments in the Czech Republic. The ministry further co-ordinates the Czech Republic foreign trade policy in relation to individual states, provides the conclusion of bilateral and multilateral commercial and economic treaties, implements business co-operation with the EU, EFTA, WTO and other multi-national organisations.

In addition to publishing information externally, MIT also uses i.Reach to provide Ministry employees with access to internal government documents, enabling them to share, view and amend content online. For example, business directories, legislation passed since 1945, realtime workflow documents, tenders and timetables are all available on-line to Ministry employees.

"Our i.Reach solution is helping to modernise government information systems across Europe," says Julian Field, Informix SA product manager. "When a government deploys this technology, it is able to provide a higher level of service to the public at a lower cost to the taxpayers."
