Czech Republic blazes path to e-government

The Czech Republic Ministry of Industry and Trade (MIT) has deployed Informix`s i.Reach to allow its citizens online access to trade and industry information.

In line with the recently introduced Freedom of Information Act, MIT has centralised trade and industry information on economic, industrial, export and consumer rights, which citizens can now access via the .

"The Informix i.Reach solution was chosen because of its easy integration with the existing MIT technological infrastructure. It will also scale to match our future online needs," says Miloslav Marcan, director of MIT`s IT section.

"Most important for us, though, was the high speed of implementation - we had a working system ready for use within two months."

"i.Reach is helping to modernise government information systems across Europe," says Julian Field, Informix SA product manager. "When a government deploys this technology, it is able to provide a higher level of service to the public at a lower cost to the taxpayers."

The Freedom of Information Act, implemented in the Czech Republic on 1 January 2000, requires all government agencies to make information available online as a resource for Czech citizens and businesses.

Informix i.Reach includes a Web browser interface that allows any individual within an organisation to easily contribute to and/or access documents from a Web site. With i.Reach, approval of content can be delegated to "folder owners" - those qualified to manage and review individual subject matter areas. This not only improves the quality of published material, but also spreads the load of managing the Web site content throughout the organisation and eliminates the bottleneck of centralised content administration.

In addition to publishing information externally, MIT also uses i.Reach to provide ministry employees with access to internal government documents, enabling them to share, view and amend content online. For example, business directories, legislation passed since 1945, real-time workflow documents, tenders and timetables are all available online to ministry employees.
