DLK Consulting lays down tracks for first management scorecard for local government

The technological assessment for the pilot phase of the first performance management system to be implemented for municipal executive government in SA is being conducted by empowered IT firm DLK Consulting Services.

Working in partnership with leading consulting firm Accenture and the City of Cape Town, DLK is researching the existing application systems within the newly merged unicity to determine how the required information can be extracted and meaningfully integrated into the balanced scorecard tool which will straddle these applications to monitor management performance.

Cape Town`s unicity comprises seven former municipalities which all had different IT systems and management procedures. The Organisational Performance Management System (OPMS) will help city management plan, monitor, measure and review activities.

The 12-week pilot phase of the performance management system concentrates on the city manager`s office, executive management board and departments making up the community services cluster.

DLK CEO Leon Hendricks says this is the first time a performance-management framework has been developed for local government in SA and, if successful, may be rolled out to other municipalities, as well as provincial governments, nationwide.

DLK was appointed to manage the technology requirements of the project by Accenture, which is the unicity`s principal consulting firm on this engagement. Accenture director Donovan Muller says DLK "brings a complementary set of skills to the project".

"We specifically chose them to work with us because of their depth of knowledge of the unicity`s operations and environment, their proven IT skills, and delivery track record. It has proved to be a productive working partnership which we anticipate continuing through other phases of the performance management project."

Hendricks adds that during the working partnership Accenture will transfer balanced scorecard methodology skills, as well as project management skills, to his team.

The roll-out of the first phase of the project was completed at the end of May. The second phase, developing and implementing a similar performance appraisal system to other levels of municipal management, is likely to be approved soon.
