DOC amends ECA

The Department of Communications (DOC) has gazetted the draft Electronic Communications Amendment Bill for public consultation.

The department wishes to table this Bill in Parliament during the course of the 2012 Legislative Programme, it says in a statement.

The Bill aims to amend the 2005 Electronic Communications Act (ECA) to “give clarity and to strengthen the powers, role and the functions” of the minister and the Independent Communications Authority of SA, it says.

The department says the Bill “intends to improve the turnaround times for consultation processes; to make provision for on ownership and control; and to revise the role of the minister and the authority regarding frequency spectrum management”.

In addition, the legislation also seeks to refine licensing issues, improve the “competition provisions”, and remove challenges and “any other issues around the matter”.

The Bill is available on the department's Web site, although it has not given any indication as to when the comment window closes.
