DOC HR head to face charges

The Department of Communications' head of HR, Basani Baloyi, will soon face a disciplinary committee to account for 26 internal disciplinary charges against her.

Last year, Baloyi was suspended by the department pending a disciplinary hearing, following allegations that she had been involved in irregular appointments of staff, favouritism, corrupt and fraudulent activities.

Almost four months after the initial internal action was instigated against Baloyi, the department says the matter will finally come to committee “soon”.

The accusations against the HR head are not the first she has faced. According to court documents filed by Baloyi in September, she was investigated before by the Office of the Public Commission and the Office of Serious Economic Offences.

The results of those investigations were never revealed. However, she maintained her position as head of HR under former minister Ivy Matsepe-Casaburri and then later under new minister Siphiwe Nyanda and the new DG, Mamodupi Mohlala.

Baloyi was officially suspended twice but contested the first suspension in the Johannesburg Labour Court and was reinstated in October. The second suspension went uncontested in November.

Baloyi was issued a charge sheet by the department later that month. The DOC will want to resolve the matter as soon as possible, since it wants to fill up its internal employee ranks.

The minister has identified critical skills vacancies within the department, and has in the meantime tasked the director-general to fill these.
