Free SIM cards delayed

The distribution of free SIM cards and cellphones by the Department of Communications has been delayed because of framework problems.

Department of Communications deputy director Phakamile Pangwana told the Parliamentary Portfolio Committee on Communications in April that the distribution plan for the free cards would be finalised by the end of last month.

However, a department spokesman now says: "We are expecting the framework process to be finalised by the end of July. Then only can we start the distribution."

The Independent Communications Authority of SA issued Vodacom and MTN licences in November last year for the project, which is an initiative to provide more previously disadvantaged individuals with access to mobile telecommunications.

Two years ago the department announced Vodacom and MTN would make the SIM cards available as part of a deal that would allow them access to the 1 800MHz frequency.

Government still needs to make a final decision as to where these SIM cards should be distributed.

"We are also having a problem with the consultation process," the spokesman says. "The number of cellphones hasn`t been finalised yet, but we should have the number soon.

"At the moment I can`t discuss the pros and cons of the project because nothing has been finalised yet."
