META Group South Africa and John Goggin, vice-president and director, government strategies, META Group Inc., USA will present an executive session during November to the GITO Council, which will address the need for and value of strategic IT planning as a means for ensuring both short- and long-term IT ROI, and for building credibility with programme executives.
Although investment in IT is a large and growing portion of all government departments` budgets, tight financial constraints remain. It is therefore critical that government departments obtain the highest possible value from their IT investments. CIOs should both understand and communicate the value of IT assets and projects, so that their stakeholders can see how these lead to success.
To make the best IT investment decisions, senior government executives need to understand the operational and strategic implications of IT investment, including how they derive value from IT.
Goggin states that the "success of government programmes is increasingly dependent on sound IT investment strategies, yet programme administrators and IT management still face challenges in communicating requirements and aligning expectations. Jurisdictions need to bridge these conflicting IT/programme cultures and work in partnership to create a strategy to ensure successful policy implementations. The transition to a trusted partnership must begin with an understanding of where business needs and IT innovations intersect."

He has executive-level experience in strategic planning, organisational transition, network design, budgeting, procurement and legislation, as well as in implementation of financial, auditing, collection, employment, transportation and human services systems.
