Registrar aims to ease training management

ADvTECH Multimedia has introduced the Registrar training management software package, which it believes is the answer to training administration problems and an aid to addressing new skills development legislation.

Registrar is said to cover the whole training administration spectrum from registration to certification. It checks enrolments and course waiting lists, screens delegates and updates records. In terms of administration and basic checking, Registrar also monitors the number of delegates on the course and the cost involved in running it.

Murray Benadie, GM at ADvTECH Multimedia, says Registrar is an attractive option to educational institutions and the company is currently in discussion with a number of potential clients.

ADvTECH Multimedia believes the solution can also directly help address stipulations of the Skills Development Legislation.

The National Qualifications Framework (NQF), and specifically the skills development act, requires the formation and registration of industry-representative Sector Training Authorities (SETAs). The legislation makes provision for the collection of a levy equating to .5% of each companies total payroll.

This levy will increase to 1% of payroll in 2001.The South African Revenue Service will collect the levy and pay this over to each SETA. The legislation further makes provision for the claiming back of up to 50% of the levy paid.

"So as to be eligible for the levy rebates, each company must register a skills facilitator, develop and lodge a skills plan, provide the required reports indicating what training has been completed between April 2000 and 31 March 2001, and provide evidence of training addressing sector-specific skills shortages," explains Benadie,

"In addition to managing the training function very effectively, Registrar is an exceptionally elegant solution to many of the issues arising from the requirements of the NQF. If organisations are to claim back from their contribution to the training levy, they will need easy access to information pertaining to all the training conducted by that organisation - both internally as well as externally," he adds.

As sole distributor, ADvTECH Multimedia is installing, training users and implementing the system. The solution is available in single or multi-user versions.
