The State IT Agency (SITA) has confirmed GM for converged communication Navin Singh resigned this week.
ITWeb was informed that Singh was suspended on Monday, pending an investigation into alleged irregular activity.
A source, who wishes to remain anonymous, says Singh subsequently resigned on Tuesday, 12 July.
Amitha Ramlal, acting GM of corporate communications at SITA, has confirmed Singh resigned on Tuesday, but has refused to confirm or deny the alleged suspension.
The Department of Public Service and Administration (DPSA) said last month that all outstanding executive appointments at SITA would be filled this year, as the agency has been plagued by poor governance and leadership.
SITA was established in 1999 to ensure government benefits through bulk purchasing of ICT goods and services; to deliver e-government services; to re-engineer the business processes of government to improve service delivery; and to establish an ICT skills development plan.
However, it has been plagued by a lack of top-level stability, as several permanent and acting CEOs have come and gone since the agency's inception.
Public service and administration minister Richard Baloyi also said the high turnover of leadership at executive level, lack of core skills, and poor governance leadership are part of the agency's challenges.
SITA has also been beleaguered by allegations of large-scale corruption and irregular procurement practices since its inception 12 years ago.
