
This week's National Tender Bulletin is a skeletal affair with little love for the ICT sector.
The month of March has historically been one of the bulletin's busiest periods as government hastily prepares to close off one financial year while counting down the days to the 1 April fresh start.
The annual shopping spree is driven by two types of purchasing departments: those looking to spend any leftover funding by month-end when it is forfeited to the state coffers; and those that ran out of budget and are anxious to get their hands on the new fiscal allocation so they can address the high priority requirements that had to be relegated to the waiting list.
In comparison, the steep decline in government procurement activity over the past few weeks is certainly concerning.
Allowances must, of course, be made for the impact the changes in senior leadership will have had on government operations. An adjustment period is to be expected as the new president's vision filters down through the various layers of government.
The timing of the changes on the fiscal calendar could also play a part. With the start of the new financial year so close at hand, leadership focus may have been given to tweaking the strategies that would drive government from the 1 April clean start.
With April a commonly slow month in the procurement arena, thanks to school holidays and the many public holidays, it may take until May to see how government buying recovers.
