National government departments have held a long-standing reticence to dealing directly with the ICT sector, contributing to the establishment of the State Information Technology Agency (SITA) in 1999.
Despite a mandate to empower the public sector through skills, knowledge, procurement and strategy, the agency has instead been beleaguered with organisational and operational failures and has become a source of conflict to government and the country's oversight bodies.
However, in recent years, some departments have opted to flout the regulations compelling government to work through SITA, and to deal with the ICT sector directly.
This week's National Tender Bulletin suggests this strategy is gathering momentum, with several new departments deciding to test the water and both the number of adverts as well as the value of the tenders seeing an increase.
SITA also features in the latest issue but is looking for air-conditioning and office space. Of more interest to the ICT sector is an update on its search for an MPLS network for the National Department of Health. Sadly, this tender has been cancelled.
