The system comprises a dynamic software suite called CIMS, and the incorporation of iSouth`s proven management methodology of planning, prioritising, budgeting and tracking of capital projects.
CIMS assists public enterprise to take charge of prioritisation of projects, capital expenditure, the tracking of progress and reporting, with the assistance of a fully integrated graphical information system (GIS). It assists clients to assert the implications of all decisions taken and introduces the ability to test the sensitivity of various distinct scenarios. The software is Web-based which eliminates the need for costly multiple installation licensing fees. It allows for easy access by all levels of personnel and participants within the capital expenditure decision realm. Participation takes place on different levels and the level of influence is controlled by a hierarchy of selective access. The central database ensures the standardisation of the data capture, decision-making and reporting processes.
Each project is graphically represented in a GIS environment that accurately displays the location and extent of each project. Multiple projects can be displayed simultaneously, and the geographical area can range from a complete map of Africa, down to street level of the selected area.
CIMS embraces the existing processes used by the client and streamlines the labour-intensive operations associated with the capital projects implementation cycle through: automation of prioritisation; centralised information storage; intranet/Internet availability; geographical representation of data; customised graphing and reporting components; dynamic information specification and participation on all managerial and technical levels.
Two major implementations of CIMS were recently done at the City of Johannesburg Metropolitan Municipality and at the Johannesburg Roads Agency. The Johannesburg Metro Council has subsequently adopted CIMS as its official methodology, for the planning, prioritising and tracking of the city`s annual capital expenditure and implementation.
