Top ICT tenders: SASSA to review apps

Following last week’s system glitch, National Treasury’s eTenders Portal is busy, with an above average number of notices. Unfortunately for the ICT industry, most of the tenders tend to be low value.

This week we kick off with a request for quotations from the South African Social Security Agency (SASSA) for a review of its ICT applications. While low cost, this invitation calls for an audit review of its Social Pensions and Special COVID-19 Social Relief of Distress R350 grant systems.

The successful bidder will be required to perform internal audit reviews of the applications and general controls, and IT security.

SASSA notes the system has been developed and maintained by the agency for the registration and payment of grants, and stores and maintains records of active and inactive beneficiaries.

The baseline for the number of grant payments in the 2022/23 financial year was just short of 19 million, at a cost of R204 billion. It processes approximately 1.2 million new grant applications every financial year through the system.

The application process for the Special COVID-19 Social Relief of Distress R350 grant is entirely electronic.

Other tenders that make this week’s top 10 include:

  • The Department of Planning, Monitoring and Evaluation is looking for a service provider to supply data scientists for its data integration and analysis unit. The national department says this is to fill an identified gap regarding the analysis of data to provide predictive models or forecasting capabilities, and provide support related to sourcing, collections and producing data visualisation for government programmes.
  • As part of its 2020 – 2024 strategic plan to build “a smart, modern SARS, with unquestionable integrity and a trusted and admired organisation”, the South African Revenue Service is advertising for the provision of maintenance and support on four Red Hat products for a period of five years.

  • Transnet is advertising for an approved panel of service providers for the provision of general network equipment and related services. The organisation says it needs network connectivity that is stable, scalable and reliable, to enable its new strategic journey to embrace digital growth and transformation.

  • The company also requires managed printing services, including multi-functional devices, large format devices, printers, fax machines, scanners, mainframe printers and related consumables and services. This service is to be provided at all designated Transnet sites in South Africa and in over border countries where it has operations.

  • The Commission for Conciliation, Mediation and Arbitration is looking for a service provider for the maintenance, support and enhancement of its case management system. It says it intends to enable business transformation by facilitating the effective management of disputes referred to the CCMA by optimising the existing system, which provides a high-level overview of cases and the ability to manage, direct and control all case-related activities.

  • Armscor is looking for an enterprise resource planning (ERP) solution that will help it address its challenges of non-integrated IT systems and outdated technologies. The desired ERP system will replace legacy systems and increase efficiency by streamlining the business processes.

  • The South African Weather Service (SAWS) wishes to procure or lease a high-performance computing (HPC) system with storage and hierarchical storage management. It notes the current system has reached full capacity and end of life, and the utilisation of the system has become inadequate for SAWS to perform its operational requirements and needs an urgent replacement. The implementation and configuration of the new HPC is anticipated to be towards the end of September.

  • Gauteng’s Mogale City Local Municipality is advertising for an integrated financial management system that enables implementation and compliance with the Municipal Standard Chart of Accounts. It says it is looking for an “experienced bidder who can demonstrate understanding of financial management systems designed with effective and efficient interrelationships between software, hardware, personnel, procedures, controls and data contained within the systems”.

  • The Agricultural Research Council requires extension of the support warranty on its 647 HP ZBook notebooks, which have reached their three-year lifecycle. The agreement should provide for next business day onsite repair for a period of 12 months.
