The National Tender Bulletin is so busy this week the Government Printing Works has had to issue it in two volumes. Unfortunately, the pages are dominated by the requests of national and provincial health departments.

Nevertheless, the ICT industry can still find an interesting opportunity or two amid the requests that range from toner cartridges in KwaZulu-Natal to business process optimisation in the Western Cape, rising interest in call centre facilities to ongoing advertisements for specialist software development.

To wrap up this issue, we catch up on those tenders that have been cancelled as well as those that have been awarded, including value, where organisations have opted for the transparent route.

Tourism KwaZulu-Natal
TKZN is in the process of implementing its new ICT strategy, where one of the key decisions calls for the server infrastructure to be consolidated into a virtualised environment, while simultaneously implementing a disaster recovery environment in order to minimise the effect on productivity and to maintain data integrity during unplanned outages.
Points to note:

* The current infrastructure, in the form of a data centre (server room at Tourism KwaZulu-Natal head office in Durban) consists of a number of servers which host all the major applications and storage requirements for staff. Internet connectivity and remote access to this infrastructure is accessed through a 4mbps ADSL link to the building. This link is under review and is in the process of being replaced with a 3MB fibre link to the ISP.
* The current software is old and will need to be upgraded.
* A disaster recovery platform does not exist and will be implemented as part of this project.
* The end-user computing devices include both a mix of new in warranty and old out of warranty equipment.
* Proactive monitoring, reporting and alerting is absent within the environment.

Evaluation criteria:

TKZN needs to be satisfied in all respects that an applicant has the necessary resources, competencies and experiences for this bid. Bidders must be a Microsoft Gold Certified organisation. All proposals received will be evaluated by the panel on a basis of functionality (100%). With regard to functionality, the following criteria will be applicable and the maximum weight of each criterion is indicated in brackets:
* Sound theoretical and conceptual understanding of project (20).
* Bidder's previous experience in this field and track record of achievements (50).
* Academic qualifications and competence of the personnel proposed for the project-CVs and proof of academic qualifications to be submitted (30).

A bidder that scores less than 80% in respect of functionality will be regarded as a non-responsive bid and will be disqualified. All qualifying proposals will thereafter be evaluated on the 90/10-preference point system, where price will be 90%.

National Credit Regulator
