Top ICT tenders: National initiatives

With 2022 approaching its end, government is entering the rush to advertise outstanding requirements before heading on the traditional year-end break. This means the ICT sector will need to step up activity in the coming weeks if it wishes to participate in next year’s tender awards.

The Department of Health kicks off this week’s issue with a request for “competitive bids” for the management and maintenance of the existing South African District Health Information System for a period of three years.

The system is an open source, web-based platform that is most commonly used as a health management information system at facility, district, province and national level to monitor health sector performance and meet regular statutory reporting requirements, according to the department. The tender calls for hosting, maintenance, customisation and enhancements, updates, linkages and support of the system.

The Department of Public Works follows with three advertisements for seemingly smaller requirements that have significant meaning for its operations.

In the first, the department calls for an enterprise licence agreement for its geographic information systems (GIS) for a period of three years. The tender documentation reveals the department has invested in ArcGIS technology, professionals, spatial data and technology resources to support the fulfilment of its mandate. 

With requirements increasing for the spatial enabling of DPWI objectives and the dissemination of spatial information for intelligent decision-making, the department says the GIS solution is an integral decision support system.

In its second tender, the department is advertising for the supply and implementation of a digital signature system. This system is required for 3 900 users who are based at its Gauteng head office and regional offices located in all provinces. The contract will include hardware and software, on-premises implementation, training, and maintenance and support.

Finally, the department wishes to secure the services of a “qualified and accredited” provider for the supply, implementation, support and maintenance of a business analytics and business intelligence solution.

The department notes it has adopted various technologies for the enablement of its business operations. However, these disparate systems contain valuable data that could assist in improving its organisational effectiveness.

Other tenders that make this week’s top 10 include:

  • The Passenger Rail Agency of South Africa is looking for an enterprise-wide security information and event solution in the form of a security operations centre (SOC) as a managed service.
  • Transnet SOC is looking for a cloud-based capital performance management system for a period of two years. The desired solution will include portfolio management, scheduling, cost management, document management, risk management, analytics and integration
  • The State Information Technology Agency is advertising for the supply, installation, configuration, support and maintenance of software licences and switches, wireless access points and a network management system. While the agency does not specify a customer for these requirements, the compulsory briefing is based in Polokwane.
  • SITA is also inviting information on digital scanning solutions for the South African Military Health Service.
  • The National Regulator for Compulsory Specifications requires an integrated regulatory operational solution for the second phase of its digital transformation journey. The solution is required to meet numerous functional specifications.
  • Finally, the Commission for Conciliation, Mediation and Arbitration is advertising for an integrated wireless and wired LAN solution to enable business transformation across its offices.
