SITA prepares for IFMS roll-out, calls for Oracle specialists

The State IT Agency (SITA) has issued a tender for "Oracle specialised suppliers" to form part of a panel that will implement National Treasury's Integrated Financial Management System (IFMS).

Launched in 2005, the IFMS project aimed to secure an integrated solution for national government, incorporating supply chain management, financial management, HR and payroll management, inventory and business intelligence.

It was a joint initiative, led by National Treasury, in partnership with the Department of Public Service and Administration and SITA.

Following years of difficulty, government abandoned its desire for a custom-made solution and, in 2014, advertised for an off-the-shelf ERP solution. Late last year, then finance minister Malusi Gigaba and National Treasury executives were lashed by Parliament's Standing Committee on Public Accounts for the failure of the project, which had already cost SA R1.2 billion.

The primary objective of the new tender is to establish a panel of specialised Oracle system implementation partners that are able to deliver IFMS to the identified pilot, lead and national sites, says SITA.

Prospective panellists are required to be valid Oracle partners at time of bidding, as well as holders of valid specialisation certificates from Oracle for those products they wish to bid for. The Oracle product specialisations required cover applications, software as a service, platform as a service and middleware.

The tender documentation said the scope of work for the detailed implementation projects will be provided once this bid is completed. However, it envisions multiple system implementers will be appointed to enable government to implement the IFMS in all identified sites. The term of the contract is three years.

Interested parties have until 30 January to respond to the tender (RFB 1859- 2018). No briefing session is to be held for this tender.
