Finance minister Tito Mboweni's adjusted 'zero' budget has created havoc in the National Tender Bulletin, with tender advertisements from both national and provincial departments conspicuously absent.
Historically, the public sector's annual disbursements were calculated based on the previous year's allocations. The entities could then spend their funding as they saw fit. The COVID-19 pandemic has had a dramatic impact on government's coffers, however, and National Treasury has had to pursue a new approach. The 'zero' budget means that each entity will need to provide an itemised application for their funds with supporting justification for National Treasury to consider. Government will pilot the strategy in the upcoming mini-budget.
Zero budgeting will also help identify fruitless and wasteful expenditure – before contracts are signed and money spent. While good for the country, it is likely to slow down key projects as applications are put together to provide sufficient justification to decision makers that are not involved in, and are unfamiliar wit, the operating demands specific to the organisation.
What's more, if National Treasury is to become the clearing house for all proposed expenditure – even if limited to national and provincial levels – then departments will need to come to terms with long waiting periods before applications reach the front of the queues and are ready to be assessed.
The conspicuous absence of the top layers of government in this week's National Tender Bulletin demonstrates the significance of these changes and the level of focus turned to Mboweni's supplementary budget speech.
