Premier ACCPAC solution provider, AccTech Systems, has upgraded the Chief Registrar of Deeds' accounting system to include ACCPAC Advantage Series and several accounting modules.
According to Tertius Zitzke, MD of AccTech Systems, the relationship between the two organisations began in 1997 when the National Treasury gave approval for the Department of Land Affairs' Chief Directorate: Deeds Registration to implement ACCPAC as its financial system.
"Since then, significant upgrades have been implemented including the migration to Windows in 2000," he says. "Over the years since the original ACCPAC implementation, many modules were phased in to satisfy changes in business needs of the department to improve the overall efficiency of the Deeds Registration Trading Account's financial accounting system."
These modules included General Ledger, Accounts Receivable, Accounts Payable, Cash Book, Warehouse Issues, Order Entry, Purchase Orders, Inventory Control, D-Bit Fixed Assets and RecXpress. Fixed Assets are controlled with assets being bar-coded scanned and monitored on a regular basis at all the nine Deeds Registries and the office of the Chief Registrar of using the D-Bit scanning utility on barcode readers.
Gert Hatting - Registration, Support Systems and Financial Management at the office of the Chief Registrar of Deeds, says the value of the implementation cannot be expressed in mere monetary terms. "Since the upgrade, we have seen significant improvement in the control of financial transactions and this satisfied the requirements of both the department and the auditor general," he says.

In addition, consultants guided Deeds' financial personnel though the various procedures, step-by-step and skills were successfully transferred in a relatively short period of time. The main reason the National Treasury prescribed ACCPAC for the Deeds Registration Trading Account was the need to comply with Generally Accepted Accounting Principles (GAAP). "The auditor general had used ACCPAC with success and this served to motivate us when the time came to choose products and systems."
Zitzke adds that the nature of the Deeds Registries' business required an accurate audit trail of every transaction in all the modules of the financial system. "ACCPAC has met with these requirements and complied fully with the relevant accounting standards," he says. The 24/7 support provided to the Deeds Registries office is of crucial importance.
