Auditors commend CACI performance management system based on QPR solution

Pricewaterhouse Coopers LLP (PwC) has officially commended Derby City Council`s implementation of CACI`s performance management system based on QPR solution and the contribution the system is making to its performance management strategy.

As part of an external audit exercise during 2004-05, PwC conducted an extensive review of Derby City Council`s performance management system. The system was implemented by QPR Partner CACI back in July 2004 and utilises technology from QPR Software.

The review outlines key messages and lessons learned from the implementation and further steps required to achieve further benefits.

Following the audit, a number of strengths were identified in the system:

* High levels of user acceptance
* Easier to use than the previous spreadsheet based system
* Greater ownership and accessibility of the system
* Visibility and graphical presentation
* Managers now `manage performance` rather than simply capture and measure data

The audit did also note that further development was needed. In particular, to develop the use of the system to produce summary reports on key performance issues for managers and councillors and use these to drive timely performance reporting.

John Cornall, Derby City Council commented,

"We are working pro-actively with our partner - CACI who distributes the QPR Balanced Scorecard Software on which Performance Eye is based - to improve the reporting functionality and other aspects of the system. CACI have addressed a number of issues with us already and future releases promise significant improvements in reporting and presentation."

Commenting further, Managing Director of CACI`s Information Systems division, Jeet Khaira, commented,

"This report demonstrates quite clearly the benefits that a local authority can gain from implementing performance management effectively. Derby has put a great deal of time and effort into developing the system, which will fully support their strategic goals. Performance Eye(tm)

The web based performance management system was procured in 2003 from CACI and utilises technology from QPR Software. Known in Derby as Performance Eye(tm), the system was first piloted in the Council`s Social Services Department after which it was implemented at a corporate level to collect, analyse, report and publish a range of performance information. The system went live in July 2004.
