SAS Institute, in partnership with QData Consulting, recently signed a multi-million rand deal with the Department of State Expenditure, under the auspice of the Ministry of Finance, to regulate Government expenditure through the implementation of a data warehouse.
The SAS System was chosen because of its ability to integrate with the department's existing technology, as well as to extract data and provide management information.
In the short term, the system will enable ministries at national level to extract budget information and manage expenditure. Kenny Nkosi, spokesperson for SAS Institute, says: "The Government realises that the proper tool for getting information interactively is to build a data warehouse, but it needs to get specific information right now."
It is therefore taking the "think big but start small" approach, targeting the personnel and salaries system first. Once return on investment has been seen there, other areas such as provisioning, logistics and accounting will be tackled.
This approach is in line with international trends for implementing IT. Companies are dividing large projects into smaller ones that will show a faster return on investment.
