Department of Housing and Urban Development selects EDS for infrastructure, telecoms contract

Enterprise modernisation will improve performance, increase customer satisfaction
Johannesburg, 21 Aug 2003

EDS has announced it has been awarded a multi-year, performance-based contract by the Department of Housing and Urban Development (HUD) to develop a nation-wide information technology (IT) infrastructure and telecommunications service called HUD Information Technology Services (HITS).

The contract includes a one-year base period and as many as 10 additional option years that could place the total value of the contract to as much as $860 million if all of the options are exercised.

Under the terms of the contract, EDS will provide end-to-end IT services to 18 000 HUD users in more than 80 locations throughout the US and its territories. Those services will include enterprise-wide data processing and management from mainframe down to the desktop, information security, technology refresh, help desk, user support, disaster recovery, printing and distribution, Local Area Network (LAN) and wide-area network services, wireless, TV/video conferencing, Web administration and other IT services. The new and improved technologies provided by EDS will enable HUD to offer greater service to its customers and the ability to track and evaluate performance and customer satisfaction data in real-time.

"We are very pleased to have been selected by the Department of Housing and Urban Development for this critical programme," said Al Edmonds, President of EDS US Government Solutions. "The EDS HITS solution strategy was to build a simple, flexible, scalable solution that will allow HUD to maximise the value of its previous IT investments, and also establish a modernised enterprise-wide system that will improve performance, increase customer satisfaction, reduce costs and provide extensive opportunities to small businesses to support the HITS programme."

"HUD has awarded EDS a contract to provide a wide range of information technology support," said Vickers Meadows, HUD`s assistant secretary for administration and chief information officer. "This is a performance-based contract that will increase vendor accountability, which is part of President Bush`s management agenda for federal agencies."

Meadows also said that under such contracts, the department sets measurable performance standards and pays the contractor according to how well those standards are met.

EDS will leverage its vendor alliance relationships to provide immediate and sustained modernisation to support the HUD mission objectives. Additionally, EDS has teamed with a variety of small business partners who will provide support in key areas of the programme.

The Department of Housing and Urban Development is the Federal agency responsible for national policy and programmes that address America`s housing needs, improve and develop the nation`s communities, and enforce fair housing laws. HUD`s mission is to provide a decent, safe and sanitary home and suitable living environment for every American.
