The National Development Plan (NDP) has a bold vision to eliminate poverty and reduce inequality by 2030. According to the NDP, "raising living standards to the minimum level proposed will involve a combination of increasing employment, higher incomes through productivity growth, a social wage and good quality public services".
However, the South African economy faces the challenge of the "missing middle", as pointed out by the National Planning Commission. "While there are a number of local companies employing fewer than 10 people, and many employing more than 300 workers, relatively few businesses employ between 10 and 300 people," says a survey conducted by Global Entrepreneurship Monitor (Gem), which also points out that while medium-sized firms do not produce the bulk of output or production, they generally hire most people in an economy.
