Law-enforcement agencies across the globe are becoming more and more dependent on information technology, with extensive use and development of new computer applications.
Following this trend the DSO (Directorate Special Operations), also known as the Scorpions, identified a need for a high technology approach to fight crime using the latest internationally recognised investigation methods.
To address this need, a new investigation management methodology supported by the different tools to provide a cutting-edge advantage in fighting crime was identified by the Scorpions. The functionality provided by these tools ensure an investigation management application based on modern project management principles, advanced data analysis and searching, and a Management Information System customised for the use of the Scorpions specifically. The important requirement that this capability operates within the mandate of the Scorpions was a significant consideration for the selection of the selected tools.
A project for the NPA (National Prosecuting Authority) to address this need, the specialised Investigation Management and Crime Analysis project was launched on 6 September 2001. This system will be used by the Scorpions.
This project is intended to integrate specialised applications developed in Australia, UK and the US. Extensive research was done and only specialised applications identified as best of breed internationally will be used.
SITA (State Information Technology Agency), the Information Technology partner of the NPA, awarded the tender for this project to the Lechabile Consortium, comprising of NJA Computer Company, Visual Analysis and Knowledge Focus. SITA will ensure that the customisation and modification of the different applications will be implemented according to the NPA`s requirements.
It is planned that this high technology approach will be supplemented by additional applications for the Scorpions. A Geographical Information System and Information Management System will be implemented early next year. This will make the Scorpions one of the technologically most advanced law-enforcement units in the world.
