South Africa`s best-run municipality just got better! Thanks to a groundbreaking electronic process and document management system installed at the Moses Kotane municipality in North West Province.
The municipality, which recently received the first prize for municipal financial management in the North West, is the country`s fifth largest and is rated for its governance and excellence in terms of compliance.
The system was implemented by Motswedi JMR and marks the first joint project since the black IT company Motswedi acquired JMR Software in September last year.
Using Motswedi JMR`s own locally developed Plato architecture developed for the .Net environment, the system manages all documents relating to the administrative authorisation and approval process for the municipality. The system was developed in under three months.
The solution is based on and complies with standard municipality procedures laid out in the National Archives of South Africa Act No 43 of 1996.
Being browser-based, the system is designed to accommodate the difficulties associated with working in disparate locations where telecommunications facilities may be poor.
While currently operating in two physical locations, it is expected that the system will grow over the next five years, both in terms of functionality and user base.
Costs were kept to a minimum and the modular approach was designed to cut huge licensing fees.
According to Joh Kruger of Motswedi JMR, the system breaks barriers in terms of its functionality.
"The system was designed specifically to meet the exact business needs of the municipality. Its modular design means it can be implemented in phases as municipal budgets allow and requirements grow," he said.
