National Treasury seeks information management consultant for Limpopo

National Treasury's Government Technical Advisory Centre (GTAC) is looking for a single information management expert to provide support to Limpopo's Department of Public Works, Roads and Infrastructure. The contract forms part of National Treasury's programme of support to the province's treasury.

GTAC was established in March 2012 to support public finance management through professional advisory services, programme and project management and transaction assistance. 

Limpopo's Department of Public Works, Roads and Infrastructure (DPWRI) was tasked with the implementation and management of the Limpopo Infrastructure Delivery Management System (LIDMS).

However, GTAC says the department faced capacity challenges in performing this role and sent a request for assistance "to help unblock infrastructure delivery". 

The agency identified the need for a technical support team with expertise in infrastructure delivery management systems, contract management, and programme and project management; organisation design and development; management; public financial management; leadership support and change management; business process mapping and re-engineering; and ICT systems operations and implementation.

“However, in the context of COVID-19 and associated budget constraints, the department has decided to only appoint the ICT expert in the current financial year. Additional experts will be appointed based on the reviewed programme plan,” says GTAC.

Filling a gap

GTAC is looking for a single IT expert to provide the Limpopo DPWRI with the required management and technical capacity building skills to help it implement and manage the LIDMS).

The contract requires that the consultant take a holistic approach to the project from assessing the department's current mandate, service delivery models and strategies; providing leadership support and coaching; mapping business processes and assisting in the transition to Proman, as well as addressing functionality and system requirements and assessing the system's interface with other national, provincial and local systems.

The deadline to apply for this tender is 18 December 2020 at 11:00am.
