Neotel has appointed Dr Tracy Cohen as executive head of regulatory affairs. Her appointment will be effective as of 1 September.
Cohen has recently completed her term as a councillor for the Independent Communications Authority of SA (ICASA).
She has been there since July 2004, where she worked on the portfolio that entailed specific projects on market access and competition, including interconnection, facilities leasing and developing the competition framework required by the Electronic Communications Act.
She served on various other ICASA committees, including Telkom's price cap review, community radio licensing and implementing the ministerial determinations of 2004, as well as various inquiry processes into mobile pricing, call termination and leased lines.
Her previous positions include teaching posts at Wits University, in Johannesburg; research posts at Columbia University, in New York City; the University of Toronto and the London School of Economics.
She has worked as a regulatory consultant for domestic and international organisations, including the International Telecommunication Union and the Commonwealth Telecommunications Organisation.
