Oracle`s largest public sector deal concluded in Iceland

In one of its largest public sector deals to date, Oracle Corporation has signed a US$ 9-million contract with the Icelandic government that will convert its administration to an eGovernment.

Oracle`s solution will link 19 000 employees in 520 institutions. It is designed to provide the foundation for implementing eGovernment and Citizen Relationship Management in Iceland.

This deal is said to be one of the largest software contracts in Icelandic history and possibly the most extensive and integrated implementation by any entire government worldwide.

Iceland, with a population of only 280 000, has one of the highest levels of Internet penetration in the world. Over 80 per cent of all households have Internet access. It is also a country with a large public sector compared to other European countries.

In April 2000, the Icelandic Ministry of Finance decided to replace a legacy accounting and budgeting system dating back to 1987 and a payroll system implemented in 1978.

The project grew to encompass a total structural change in the administration, the goal being to web-enable government communications and decision- making: eGovernment in the fullest sense.

Oracle won in the contract in the face of stiff opposition from seven consortia. Oracle itself was teamed with one Danish and two Icelandic partners.

The deal includes the implementation of Oracle`s eBusiness Suite and a consulting contract.

To be implemented over 17 months as of 1 August 2001 are Oracle software suits addressing the following areas of business: Financials, Financial Analyzer, Financial Intelligence, iReceivables, HRMS, Payroll, HR Intelligence, Training Administration, Internet Expenses, Projects Costing and Billing, Internet Time, Purchasing, iProcurement, Warehouse Management, Discrete Manufacturing, Order Management and various core technology products.

The Icelandic State Accounting Office, has expressed its willingness to act as a role model and reference for eGovernment on a global scale.
