Parliament to select ICASA candidates

Eighteen nominations have been received by the Parliamentary Portfolio Committee on Communications to replace two Independent Communications Authority of SA (ICASA) councillors whose terms are due to expire in June.

Tracy Cohen and Zolisa Masiza have decided not to stand for a second four-year term each and will vacate their positions once their term of office comes to an end on 30 June, they have confirmed.

Both have declined to say what they will be doing, commenting only that they are considering "all their options".

The parliamentary committee is due to decide tomorrow on who it will short-list to be invited for interviews. Of the 18 nominees, the committee must select eight for interviews and will then submit a list of three to communications minister Ivy Matsepe-Casaburri for her to select which two will fill the positions.

Cell C's director of affairs, Nadia Bulbulia, who is a former ICASA councillor, has nominated four people: Fungai Sibanda, an economist at the Department of Trade and Industry; Thabo Makhakhe, a consulting economist employed by cellular operator MTN; Nomnuyiso Batyi, a lawyer who works for ICASA on competition matters; and Lahlang Sono, a commercial lawyer employed by MTN.

Former MP and founder of the Institute for a Democratic Alternative for SA Van Zyl Slabbert has nominated retired businessman and a founder of business magazine Finance Week, Ben Taurog. Telkom's former CEO Papi Molutsoane has nominated NM Mbehele.

Self-nominated candidates are M Govendar; Neville Woudberg, a former newspaper editor; Ronald Lockwood, a former director of the National Nuclear Regulator; Rajeh Jock, a deputy director-general in the Department of Transport; David Lefutso, a director at Kayamandi Informatics; and M Mphomela.

Other nominees are SM Kotande, nominated by R Leburu; MMT Dumisa, nominated by D Dumisa; T Dlamini, nominated by IB Sibisi; AM Mooke, nominated by J Theledi; and N Rau, nominated by R Hattingh.
