The ITU is the United Nations' agency for information and communication technology issues, and the global focal point for governments and the private sector in developing networks and services. The union is based in Geneva, Switzerland, and includes 192 member states and more than 700 sector members and associates.

The union is holding its ITU Plenipotentiary Conference 2010 in the city of Guadalajara, in Mexico, from 4 to 22 October. The conference takes place every four years.

The conference elects the secretary-general, deputy secretary-general, directors of the Bureaux of the Radiocommunication Sector, the Telecommunication Standardisation Sector and the Telecommunication Development Sector, and the members of the Board.

The conference also elects the member states that constitute the ITU council. The council was voted in on 11 October, and SA was elected as one of the 13 seats in region D, which represents Africa.

Minister of communications Siphiwe Nyanda says SA was elected onto the council, even though it was not on the list of African Union-endorsed countries.

Region D council members:

Egypt
Kenya
Algeria
Morocco
Ghana
Tunisia
South Africa
Mali
Burkina Faso
Nigeria
Rwanda
Senegal
Cameroon
