SITA and Western Cape Provincial Government in Agreement

On 4 April 2001 SITA MD Colin van Schalkwyk and Director-General for the Western Cape Provincial Government (WCPG) Dr Neil Barnard signed a subscribing Business Agreement (BA) in Cape Town.

The agreement had been negotiated over the last few months by the WCPG IT CIO and SITA Business Relationship Manager Danie van der Merwe, in conjunction with both parties' legal teams. The agreement went through eight draft revisions and much intensive negotiation before both parties expressed themselves happy with the contents.

Services SITA to the WCPG included in the agreement are:

  • Centralised Data Processing Services including PERSAL, FMS, LOGIS, Cape Hospital System, PALS Library System, Debtors, Pensions and Exams Systems.

  • UNIX / Oracle Database Administration Services for sixteen databases hosted by SITA including Fleetman, Losses & Claims, Education Management, Remedy ARS, etc.

  • High Speed Laser Printing Services for PERSAL, Exams Results, Hospital Fees and Motor Vehicle Registrations.

  • Application Systems Development for the eWorks system and other projects.

  • Wide Area Network (WAN) Services for the Openet Service and Internet Connectivity.

The agreement also makes allowance for other SITA services to be selectively utilised by WCPG such as IT Procurement, IT Training, etc.

The relationship between WCPG and SITA goes back a long way. Since the establishment of SITA the business relationship has improved with additional work being channelled to SITA. Of note is the eWorks application development project that is nearing completion and which also resulted in skills transfer to WCPG staff. SITA is also busy facilitating the possible re-use of the eWorks System for another Provincial Government that will result in savings for both clients.

With the negotiation of corporate licensing for Oracle and Microsoft products, SITA will also help save huge amounts per annum for the WCPG. According to Danie van der Merwe, these savings can be ploughed into additional IT services or even service delivery to the public, for example, purchasing more library books.

"SITA Western Cape delivers a comprehensive IT/IS service in support of WCPG's own IT component. With the signing of the business agreement this relationship has strengthened even further and both parties look forward to a beneficial relationship in the future," Van der Merwe said.
