Skills shortage blamed on outsourcing
David Clarke made the claim in giving evidence to the public administration select committee's inquiry on government's use of IT.
He said it is one of the main reasons for systems integrators taking the lead in the delivery of major projects.
"We have to ask what is the government's role in these?" he said. "I think it's to set the policy, strategy and standard, and monitor if it is being achieved without necessarily delivering it.
"The problem is that government cannot do it because the skills are not there. It's inevitable that the companies will want to deliver it, and then self-interest takes over."
Meanwhile, ComputerWeekly reveals that the country's IT industry is an 'oligarchy' that is ripping off the government, MPs were told at a select committee meeting on Tuesday.
