Pretoria`s traffic law enforcement has been beefed up with StarTrap - an automatic licence plate recognition system that speeds up the process of offender recognition and issuing fines.
StarTrap was developed by Labat Traffic Solutions, a subsidiary of JSE-listed Labat Africa, in conjunction with the Pretoria City Council. The automatic licence plate recognition system was officially put to the test this week.
The StarTrap Realtime licence plate identification module will be deployed by the Pretoria Traffic Safety Services Division to assist city traffic officers manning roadblocks. The system utilises the Truvelo Combi speed/traffic light camera system that comprises a 35mm camera and a digital information recorder.
This technological infrastructure enables the system to automatically read traffic photographs and present the data to an operator for approval.
"This is a real-time licence plate recognition system which allows selective, targeted enforcement towards known offenders. It empowers police to stop a car with outstanding traffic fines or outstanding warrants of arrest and enforce the law," says Allan Freinkel, MD of Labat Traffic Solutions.
"This also means that motorists with no offences recorded against them are not stopped, thus making the system user-friendly, cost-effective and less disruptive."
Labat Traffic Solutions will soon implement an archive site at www.startrap.com to enable traffic law offenders to keep tabs on the status of penalties. Freinkel says the site is also expected to be e-commerce-enabled, allowing for payment of penalties online.
