Spescom Software Inc, the US subsidiary of Spescom Ltd, today announced that through its partnership with CACI International, Leicester City Council in the UK has purchased a site-wide licence for Spescom's eB software suite.
The Spescom-based integrated document management and workflow solution facilitates e-government by allowing paper documents to be scanned, indexed, stored, retrieved and distributed electronically while providing cross- reference access to the Leicester City Council main Oracle database.
This contract is a result of the close relationship Spescom has established with CACI to address the needs of local government and related markets in the UK, and follows the highly successful implementation of an eB-based document management and workflow solution by CACI within Leicester City Council's Housing Benefits Department. CACI is headquartered in Washington, DC with over 5 800 employees in approximately 100 locations in the US and Europe.
Commenting on the deployment of eB, Steve Browne, Leicester City Council's Housing Benefits Manager said: "In general terms, the Spescom-based solution is a key enabler in making sure that we comply with central government's performance requirements for local authorities, particularly in respect to providing a better service to our clients. Specifically eB will enable us to meet and exceed targets that have been set for us. We confidently expect to be in the upper quartile of local authorities within a short period of time.

With a population of 280 000, Leicester is the largest city in the East Midlands region and the tenth largest city in the UK. The Leicester Housing Benefits department was receiving over 6 000 new six-page documents a week, with a caseload of live files at around 40 000, each containing between 300 and 400 pages, prompting the need for Spescom's eB. In addition to reducing the cost of handling paperwork and providing improved customer service, the new integrated document system enables the agency to meet the requirements of e-government's back and front office tasks which would be very difficult, if not impossible, to process without the Spescom-based solution delivered by CACI.
