Top ICT tenders: DPSA bypasses SITA

It’s an interesting collection of tenders on offer to the ICT market this week; however, it is the opening advertisement from the Department of Public Service and Administration (DPSA) that is likely to raise eyebrows.

Clarification:

In a statement issued after the publication of this article, the DPSA says the tender falls under the “non-mandatory” ICT procurement route, and was advertised in compliance with the relevant procurement regulations and procedures.

In the tender documentation, the department reveals it is looking for a competent and professional ICT service provider to supply a range of customer-centred ICT technical support services. These include helpdesk, desktop, network, server and security management services.


“Support services are required for an estimated 450 employees, as well as the departmental technological infrastructure,” it says.

“The required support could increase, with an estimated growth of 10-15% based on the departmental future growth in the contract period. The service provider needs to have capacity to support diverse technologies and ensure they have capacitated employees supporting the DPSA. An average of 300 monthly calls are logged by employees requesting support,” it says.

The DPSA has chosen not to contract with the State IT Agency (SITA) for these services, despite the agency having operated under its auspices for many years. SITA’s shareholder is now the Department of Communications and Digital Technologies.

Notably, SITA offers a full “spectrum of ICT services” to the public sector, including those now out to tender for the department.

Other tenders that make this week’s top 10 include:

  • The SABC is once again advertising the outsourcing of its TV licence operations. Coming almost a year after its original tender, this request places far more focus on the transfer of its employees.
  • Eskom returns with a tender for bandwidth management and control. The requirement includes purchase of new equipment, licensing, professional services, training, and support and maintenance.

  • Following last week’s tender for access control and CCTV for select locations, the South African Police Service is now advertising for the accreditation of a panel of service providers to supply the same for its police stations and prioritised buildings.

  • Just two weeks after its request for quotations for a review of its ICT applications, the South African Social Security Agency is calling for the support and maintenance of its Social Relief of Distress (SRD) system. The contract is specified to last for three years.

  • Limpopo’s Office of the Premier is advertising for an electronic content management system for the province’s departments. This system will help it enforce records management policies and avoid poor administration and audit findings.

  • The South African National Biodiversity Institute wishes to lease 1 080 laptops for the 30 project personnel and 1 050 interns it is required to recruit and place for phase two of the Groen Sebenza project. The duration of the interns’ contract is two years.

  • The National Regulator for Compulsory Specifications is looking for a competent, reliable and experienced network solutions provider to provide hosting services, software implementation and application migration for five years. This includes SD-WAN, internet connectivity, APN, DNS, firewall management solutions and support.

  • The Airports Company of South Africa (ACSA) is looking for an enterprise-wide property management solution for a period of 60 months. The successful system will enable lease creation, management, billing and forecasting of revenue for retail, property, parking, car hire and advertising.

  • In a second tender, ACSA is advertising for the supply, support and maintenance of display technologies, as well as support and maintenance of existing devices for a period of 60 months. ACSA has deployed display technologies within its airport terminals to convey key messages to stakeholders and passengers.

The national department wishes to appoint a service provider for information and communication technology managed services (helpdesk, desktop support, server administration, network management and security management) for a period of three years.

South African Broadcasting Corporation
