In line with its previously stated intention to fast track certain aspects of e-commerce legislation, the Department of Communications plans to convene a conference in April to discuss national e-commerce law.
Industry comment on the E-Commerce Green Paper, published in November last year, will be accepted until 31 March, and a summary of submissions and recommendations received will be among the topics under discussion at the conference.
Issues requiring urgent legislation include those of legal recognition and validity of e-commerce transactions, communications, signatures and records in SA. The conference will address digital signatures, certification and domain naming authorities, cryptography and encryption, data protection and privacy, consumer protection, and computer crime.
The conference will take an open discussion approach, followed by breakout sessions to formulate an action plan. Participants of the breakout sessions will have the opportunity to suggest the next prioritisation of the other issues discussed by the Green Paper. The remaining areas include taxation, intellectual property rights, contractual and trade laws, and e-government.
