The office of Gauteng premier Nomvula Mokonyane says any decisions on the fate of its largest agencies will be taken later this month.

Mokonyane, who previously criticised the Gauteng Shared Services Centre (GSSC), following its R1.7 billion payment backlog, is expected to make further decisions on the province's other struggling agencies.

The latest agency expected to come under fire is Blue IQ, following an unfavourable auditor-general's report last year. The report revealed irregularities and financial transgressions in the agency's technology holdings.

According to the report, spending on the Blue Umbrella project - the Gauteng infrastructure development initiative - did not follow the required supply chain management processes and was not based on approved budgets.

Key projects will be addressed and will include changes to provincial structures, agencies, financial management and the progress of major projects, says the premier's office.

Mokonyane is scheduled to present her state of the province address on 22 February and the budget speech will be presented after that.

Major decisions

One of the major ICT projects is the Gauteng Link initiative, also known as Blue Umbrella. The project was transferred to the GSSC from the Blue IQ, in the 2008/9 financial year, and has been delayed for almost three years.

Blue IQ spent over R9 million and received millions in government grants for the Gauteng Link project.

It is still not clear whether a budget has been allocated for the project. Last year, the GSSC said no budget has been allocated and, while the business case is complete, the project has yet to be approved. Final approvals were said to be in progress and any timelines for the project were supposed to only be determined once final approval was granted.
